Aim and Scope
The purpose of the journal is to inform scientists and practitioners about the current state of pedagogical and psychological research.
The main objectives of the journal are:
- Building like-minded teams for the search, support and development of innovative ideas, scientific and information support of innovative processes;
- support for researchers, interaction of Russian scientists with foreign colleagues;
- coverage of innovations, systematization and storage of information, popularization of knowledge;
- attracting reputable authors to the journal for an open discussion of problems in the field of culture and education.
In this regard, the journal reviews, referees and publishes incoming materials, forms its own database of metadata, articles and archives, which correspond with the world's largest search engines. This work is aimed at providing all possible assistance to scientists, libraries and research centers in the field of communication and public awareness.

Open Access Policy
This is an open access journal. All articles are made freely available to readers immediatly upon publication.
Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review
All scientific articles submitted to the journal are reviewed.
The editorial board reviews all materials submitted to the editorial office that correspond to its subject matter. All reviewers are recognized experts on the subject of peer-reviewed materials and have published a paper on the subject of the reviewed article within 3 years.
The editor-in-chief decides on the compliance of the article with the journal scope, the design requirements and sends it for review to a doctor of sciences whose scientific interests match the topic of the article. Double-blind peer review is used when reviewers and authors do not know each other.
Peer review is practiced in two forms: internal (peer review of articles by scientists from the editorial board of the journal, at least three members of the editorial board); external (this is the review of articles by leading scientists - specialists in the relevant branch of science, freelance correspondents of the publishing house outside the editorial board).
In a critical review of an article, the reviewer must:
- indicate whether the text (as part of the study) contains new content, whether the research topic is relevant;
- to evaluate the logical structure of the text of the article: whether the author gives an introductory part, whether the main part reveals the thesis of the introduction, whether there is a convincing conclusion; and to trace whether the content generally corresponds to the title of the article;
- evaluate the quality of work;
- specify the shortcomings (if any) and ways to eliminate them;
- specify stylistic errors;
- note how the article corresponds to modern achievements of scientific and theoretical thought; whether there is scientific novelty in the article under consideration; whether the article is accessible to readers for whom it is intended, in terms of language, style, layout, clarity of tables, diagrams, drawings, etc;
- decide whether it is advisable to publish an article taking into account the previously published papers on this issue;
- identify what exactly are the positive aspects, as well as the disadvantages of the article, what corrections and additions should be made by the author;
- conclude about the possibility of publishing this article in the journal: "recommended", "recommended after correction of the shortcomings noted by the reviewer" or "not recommended".
In case of rejection of the article, the editorial board sends the author a reasoned refusal.
An article that is not recommended for publication by the reviewer is not accepted for reconsideration.
The text of the negative review is sent to the author upon his written request.
The presence of a positive review is not a sufficient reason for the publication of the article.
The final decision on the expediency of publication is made by the editorial board of the journal.
After the editorial board decides to allow the article to be published, the administrator, or another employee from the senior management of the publishing house, informs the author about this and indicates the expected publication dates.
The reviewer is solely responsible for evaluating the article.
The review is signed by the reviewer.
The review is conducted confidentially. The review is provided to the author of the article upon his written request without signature and indication of the surname, position, place of work of the reviewer, as well as upon request to the Ministry of Science and Higher Education of the Russian Federation.
Publishing Ethics
The editorial staff of the journal relies on the norms of publishing ethics established in the scientific community. This implies: compliance of published articles with modern standards of scientific research; the possibility of presentation of author's points of view, which may not coincide with the opinion of the editorial board; publication of materials corresponding to the main scientific areas of the journal; objective unbiased review of the manuscripts submitted for consideration; timely notification of authors about the stages of the passage of the manuscript; providing the author with reasoned justification in case of rejection of the manuscript; the author's consent to the reduction and editing of the manuscript text, which does not change it in a semantic sense. In accordance with ethical rules and norms adopted by leading international scientific publishing houses, the editors adopted ethical principles, the observance of which is mandatory for all participants in the process of publishing scientific materials - for authors, reviewers and members of the editorial board.
- Authors responsibility
1.1. By submitting an article to the editor, the author confirms that this article is not under consideration in the editorial office of another journal, and that it was not published earlier.
1.2. The authors are responsible for the content of the article. The articles should use only original scientific data. In the case of borrowing materials, other researchers should make the appropriate correct reference. The results discussed in the article must meet the criterion of reproducibility by other researchers. All data processing methods, as well as the logic of their interpretation, must be absolutely transparent.
1.3. The authors are responsible for free or involuntary plagiarism. Unauthorized borrowing and reproduction of any elements of the article (text, graphics, primary data, etc.) are absolutely unacceptable. Borrowed elements reproduced with the consent of the rightholders should be presented in the correct form and be accompanied by an appropriate reference.
1.4. The authors are responsible for identifying the sources of financial support for the project, the results of which are described in the article submitted for review, as well as for indicating the persons who contributed to the research.
1.5. Information received in private, i.e. in correspondence, conversation or discussion with third parties, or obtained during the provision of confidential services, may be used or communicated only if authorized in writing from the source of such information.
1.6. If the author finds a significant error or inaccuracy in his own already published article, he must immediately notify the editor of [mag_title] or the publisher and cooperate with the editor on revoking or correcting the publication. If the editor or publisher learns from a third party that the published work contains a significant error and informs the author of such a shortcoming, it is the author's responsibility to promptly send corrections or provide evidence to the editors about the correctness of the data in his / her article.
1.7. The author can initiate the publication of an article that has already been published in the native language, in translation. Such cases are subject to special consideration at a meeting of the editorial board, subject to the obligatory observance of ethical principles by all the parties involved.
1.8. The author undertakes to issue the text of the manuscript in accordance with the editorial rules.
- The responsibility of the editors of the journal
2.1. The editorial board of the journal accepts previously unpublished articles, which represent an original scientific study or a detailed review of a topic corresponding to the general direction of the journal. All scientific articles entering the journal are checked for plagiarism by the "Anti-plagiarism" system. In case of detection of a previously published work that repeats the results of the article under consideration by more than 30% according to the results of the "Anti-plagiarism" test, the editorial board reserves the right to refuse to publish the article.
2.2. The editors of the journal are responsible for making decisions on the articles proposed for consideration. The reason for the decision of the editorial board of the journal on accepting an article for publication or refusing to publish is the exclusively scientific value of the article, its significance for scientific progress and the quality of the preparation.
2.3. The editors of the journal and members of the editorial board of the journal are not allowed to disclose information on articles received by the editor to anyone, except for a narrow circle of persons who are directly involved in the article and the process of preparing it for publication.
2.4. The editors of the journal should, in the course of reviewing the articles, thoroughly examine the original information contained in them, but they under no circumstances have the right to use it in their own research or for other personal purposes. Use of such information is allowed only after the official publication.

Disclosure and Conflict of Interest
Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Plagiarism detection
“The world of academia: culture, education" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.
Preprint and postprint Policy
Prior to acceptance and publication in “The world of academia: culture, education", authors may make their submissions available as preprints on personal or public websites.
As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in “The world of academia: culture, education" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints, article processment charges.
